Default Modding question

I've been compiling a list of weapons and armor stats (the project is starting to get well under way) as a tool to help mod makers, but I've got a question to ask:

If you mod a specific type of magical weapon or armor to a new unit as its starting equipment, does it get the bonuses to its stats that a commander wearing the same forged item would? E.g. does modding starshine skullcap to be a units native helmet give that unit the +2 MR (and +1 astral if it's a commander)? Or does a unit armed with Tartarian Chains (such as a Tartarian spirit is) cause the enslavement effect associated with the artifact?
