And to answer the second part of your question, Yes, this is a good idea. In fact, it is a VERY good idea. That is one of the first things I try to trade for when encountering a new empire. Trading populations is the easiest way to increase your productivity as it requires no new colonies, if you are in a tight game that doesn't have a lot of room for expansion.
