sudden appearance of castle -- bug?

I am hosting a game and one of the players who is fighting A.I. controlled Ulm (early era) reports that Ulm was able to build a Peg Castle in a province they took over this turn. Ulm was able to move into his province, defeat his army and construct a Peg fortress in one turn.

Is this a bug? I once was playing and a fortress appeared in a province I owned. I think it was a very lucky random event. But, on the same turn you conquer a province??

Bug? Lucky event?
