why do routing troops charge the enemy?

Its a relatively recent change. Previous to this new routine your troops did retreat away from the enemy.
You are correct, obviously panicked troops want to put more distance between themselves and their tormentors rather than get closer.
With the new routine troops are ignoring the enemy to escape the terrain rather than ignoring the terrain when trying to escape the enemy.
Could we go back to the good old days?
