Think of the cheap troops as Billy Club and Tear Gas police. Great for crowd control, but not good in combat.
It is interesting that you do not start the game with the technology to build troops, but you can explore the galaxy. I guess SEIV worlds never had a prior history of internal warfare on the ground. |
