I don't want "opponents", I want to seek out new life, and new civilizations, to boldly.. eh, you know the rest. Neutrals seemed like a way to fill out the rest of the galaxy with people who aren't xenophobic war-mongerers. Sorry, expansionist xenophobic war-mongerers. I knew I forgot something.
