Do we know for sure that 1% or 4% actually gives a ship that bonus. Or does it grow by levels, novice, experienced, etc with no middle steps.

Maybe we could mod an AI only resupply/training facility.

Other people play close attention to the AI's defence ships. Do they stay around on planet or move about in space.
