Hrm. It seems that SE4 is not counting the lifesupport and crew quarters abilities I added to the hull towards the total on board.
They do still prevent the ship from losing speed, so all I need to do is change the requirements to zero instead of one for that hull.
Here is an updated file, in case you don't want to bother changing it yourself
