Need help on maintenance bad!

Ok got a game going with a few planets and a nice size fleet then sunddenly my maintenence runs out and i lose all my ship!! =( How to adjust it so I dont in the game?Where's the maintenance adjuster? and is there anything more I need to know about it? Cant find crap in the book on it =(
