Good tactics, Cheesy tactics or Cheating: It’s a matter of opinion.
It takes away some of the advantages/disadvantages with the choices of racial techs. It also gives an extra advantage to those players with the highest tolerance for micromanagement, not to the best players.
My personal opinion is that it is cheesy/cheating if it is not specifically stated in the rules that it is allowed, and therefore I will not use that tactic myself. But if somebody else are using it in a game I’m in, I will not run around calling them cheaters either (Though I might just send a stardestroyer to make my point
).
