Mhmm. I didn't say it made it right. However, I suppose I think starvation is a slightly less despicable reason to turn to crime than insatiable greed, powermongering, "to get away with it", meanness, boredom, heartlessness, or other reasons some people hurt others.

P.S. Which is not to say that the organizers of these scams aren't in the latter "much more despicable" Category - I imagine they are.

P.P.S. There's a funny cartoon sequence about these scams on www.userfriendly.org, btw. Messing with unknown victims isn't always a good idea.
