Hard to tell without looking on actual files. AI sometimes do weird things with colonizers.

as to research - AI ALWAYS allocate points to the first project, it never spreads them. Number of projects in the queue is detrmined by % points you use in the AI_resaerch.txt entries. I bet you have a very large numbe in Ice colonization project
