What Asmala is suggesting is that the default Max Anger Change of 200 is 200% not 20%. I believe he may be right or perhaps this is a bug.
In a 1.49 game from Last year I experienced going from Jubilant to Rioting in one turn! It involved an ally surrendering to me while being pummelled by an enemy. He lost (or rather, I lost) about three systems to enemy fleets on the turn he surrendered. In absolute numbers this would indeed send my ebullient people into riots, but if the max change is 20% then they should have gone only to happy or perhaps indifferent.
