1.) I think you can only have two weapon families.
2.) There is no way to give the AI a head start the way you described it. You could go the road of a special AI tech tree that has very low costs however.
3.) You can disable the music and play anything you like in the background with the WMP or Winamp. Works great, I do this all the time.
