Yes, the Ai does do some very odd things like not counter attacking.

A long time ago I was playing an FQM game and the AI would often start doing what I was doing within a few turns. IE I would land troops and take a planet, and then the AI would do the same to me a few turns later.

I don't know why the AI in SEIV is the way it is, but it is all that we have, and even though it can can be improved, I am still happy to have it.
