I JUST heard about this a few weeks ago, and I think it is pretty gamey. This has the practical effect of rapidly training ships in the sector, right? For me it doesn't matter.
But it's one of those things that are too hard to control, so I usually allows it in my games.
But it's up to you, I'll play either way.

(I don't think multi-moon training is gamey, and as seen by an earlier thread here, neither does the majority of players.
There are several rationalitations as to why it could be realistic.
