1.91 Bug? (or my stupidness?)

Please, someone test this out:

Go to Simulator -> pick any populated planet from Items to choose -> click Change cargo -> try to remove any amount of population from planet cargo back to Storehouse.
I can't do this. I can remove anything: WP, fighters, troops, but not population.
