Like timstone says, fleet and ship experience gives each ship the listed % bonus to hit with beam weapons and defense from beam weapons.

No effect on missiles and ramming.

Empire experience provide no benefit, so no point in playing 1000 games against the AI and trying to sell the resulting .emp file on EBay to play by email lamers
