The threshhhold for reproduction is 10. That means 120% is really 10*25 + 10 * 100 = 1250. I used the values during game setup and verified the error. Here are the numbers out of setting.txt

Characteristic Reproduction Max Pct := 130
Characteristic Reproduction Min Pct := 91
Characteristic Reproduction Pct Cost := 25
Characteristic Reproduction Threshold := 10
Characteristic Reproduction Threshhold Pct Cost Pos := 100
Characteristic Reproduction Threshhold Pct Cost Neg := 10
