Ability to build facilities...

What are the factors in allowing large numbers of facilities. It isn't how large the planet is by itself and it doesn't seem to be affected by the environment. I build a climate control facility and it didn't seem to increase anything.

How do I tell before hand how many facilities a planet will support?
