I havent really messed with it too much in my games. It just doesnt seem worth the bother and the facility space on my planets let alone the actual cost of researching the Intel Techs.

But, I leave it on just in case.

If you want to turn it off, just turn off 'Applied Intel' in the pre-game set up 'Techs Allowed' area.
