Just guesswork based on other games....
AI's are notorious in pbem games for not being able to save up for things. By the time it gets that size researched, does the scoreboard show it as being one of the lowest for resources?
Try gifting it a huge load of resources on a regular basis. See if that kicks off the production you want. Not sure how best to fix it but it might give you an answer.
Hmmm also, does anyone know the order of planets that get assignments? If non-spaceyard colonys get told to make units before the homeworld gets its assignment, that might also be part of it.
