Poll/Vote for Civil War feature

For right now, I give the idea a 6. It would get a 10, except that I'd rather see MM work on other stuff first (e.g., improve AI, improve diplomacy, make IntelOps realistic [no PPP of a jubilant planet], improve trading, release SaveGameFile editor, enable linking to other games for combat, expand tech tree). Also, some of this stuff MUST be worked on first, or Civil War won't work as intended.
