Well, you've got only one ship in purchase ships enemy- and that one ship refers to a ship layout file that doesn't exist.

Ship Class Name := Miranda
Short Description := Blah.
Ship Descriptive Class Name := Destroyer
Displayed Size Name := Destroyer
Space Object XFile Name := Miranda
Component Configuration Slots Name := Terran Destroyer Layout

There IS no Terran destroyer layout in the enemy configuration file.

EDIT: same problem with the starting player ship. Once I fixed those it gave me a different error- couldn't find planet_earth.bmp
