Movement order and fortifications

It's this way since Dom1. Most likely because the game needs to know if you're moving into your own or a enemy province first, before it can tell if you can patrol there.

I tried that but I still don't see the option "Move and Patrol". There is only Defend Province, Patrol Province, Search..., etc..

I have a castle in the targetted province with enemy troops outside. Perhaps that prevents me from moving there and patrolling...?
