Religious Tech Analysis - Does This Work?

Since I take it you are religious and would be able to receive the tech. When another empire gives you tech to analyse you recieve 1 extra level each time you analyze superior tech.
if you have 0 and he has 2, then analyzing even a ship with level 2 will give you only 1 extra level. To get the 2 extra levels you need to analyze a ship one turn and then an identical ship (or a ship with another level) the next turn to get 1+1=2.
When the game checks to see if you have the same level as the ships components before rewarding you an extra level, it pays no heed to the number of components, only if they are superior to what you have.
