I hit const-4 in probably 2 turns, so I'll tell you when that happens... by then I should have an air-3 mage at a lab. But I sorta forget what level that stuff is at

Being stuck at drain-2 is sort of bleak...

I have scouts all over. I happened to see the battle in between Caelum and Pangaea, with 200 vine-units, 20ish hama dryads, an earth mother and a lord of fertility all against a harpy scout. Why can't I find any cool provinces like that?
