Look in Settings.txt way down at the bottom for the line "Bases Can Join Fleets" and change it to true. This will allow each base to share its endless supplies with one fleet each turn. You will have to add the base to the fleet to be resupplied, and the fleet will have to stay there for a full turn for the supplies to get shared.
The
Neo Standard is a standard list of extra pictures for shipsets. These extra pictures are not used in the stock game, but some mods call for them for some extra vehicle sizes they have, and the standardization means shipsets with a special image for a particular mod's Doom Star size will use that same image for another mod's Worldship, for example.
