Dark Citadel better than other citadels

Is it just me, or is the Dark Citadel way better than the other two Citadels? The Mountain Citadel is inferior or equal in every aspect, and the regular Citadel, while better at Administration, costs far more and has much less supply and defense... Even in Conceptual Balance Mod 4.0 this seems to be the case...
