Note also that when you give 'em the 10% accuracy bonus, the absolute minimum accuracy possible is 11%.

So if the enemy is using ECM 3, stealth tech, and has a great racial defesiveness trait, all on small ships

, you can load up on the light weapon mounts of WMGs, forget combat sensor research, and get a minimum 41% accuracy (no matter what).
