Shield disruption sectors

Is the effect of terrain shield disruption (abilities.txt/"Sector - Shield Disruption") just like a shield damage only hit, or does it reduce the maximum shield level of each unit?

If the former, is it just once at the beginning of a battle, or does the hit take place each turn?
