New Game now open on PBW

Note: this game is set up for Last player upload or until 48 hours passes until nove 14th then it will be just Last player upload until after jan 1st (if it goes that long). The faster everyone uploads the more turns a day can be do, but I wanted a buffer for problems that may crop up in a players real life, that way they do not have to depend on the AI as much to run turns. Also I wanted to account for holiday travel and such.
