JSOW and other stand-off cluster missiles

There are no JSOWs, Storm Shadows or Apaches in WinSPMBT. Would it be possible to create a standoff missile for strike aircraft that scatters combined effect submunitions - That is a missile fired by the aircraft upon entering the map (or even before) that upon impact has the effect of an MLRS rocket?
