Order of events?

Player 2 is conducting Intel against Player 4. Player 3 wants to attack the ships of Player 4. What happens first, the intel or player 3's attack?

Also does anyone have a master order of events?

Intel against Player
Intel player conducts against others
Resources aquired
Ships Built
Facilities Built
Units Built
Resource trades with others
Automated Ship Movement
Combat against Player

Can't think of any others.
