\"AI Campaign\" mod - any opinions?

Has anybody out there tried the AI Campaign mod for SEIV? I downloaded it and tried to play it but strangely enough, after the initial research points there are no new ones. You have no research facilities to create more research points, and it appears that there's no way to build any facilities of any kind. There's nothing in the build queue to build.

The notes that come with the mod are not very helpful.
