Gem Sharing in the field

Is there some way to have commanders in the field automatically share gems, or must you always micromanage this?

Also, it seems like if a mage has gems, he uses them. Can you tell them not to use them except in scripted actions? Or must you just script them out of using gems by something like this: gemspell1 gemspell2 spell1 spell2 spell3... spell20.
