Spell choice

I armed a death 2 mage with Birch boots and a skull standard. Giving him the Panic spell and invig 2.

He casts 2 animate skeletons. Then four animate dead followed by another skeleton. Not one single Panic.

I was wanting to see his choices. Did I miss something? Cause it looks like he totaly wasted his energy.
