Vacuum Dwellers

I'd like to make a new racial tech named Vacuum Dwellers that would give the race smaller and cheaper life support as well as cheaper and faster atmospheric conVersion facilities.

The trick is, I want this new racial tech to only be available for races that breathe vacuum (a.k.a. a home planet atmosphere type of 'None'). Is it possible to do this? If so, how?
