Cloaked colony ships can\'t colonize!

I noticed that cloaked colony ships can't colonize a planet in SE IV Version 1.49. No problem for humans but I saw the Aquilaeian colonization completely stopped due to this because their colony ships had activated stealth armor and the AI did not decloak the ships over several turns when they arrived at their target planet.
