I seriously doubt that there is any hope of something like this at least from a software or program aspect. The best you can hope is coming up with ways to manually track and manage that strategic information with a human gamemaster/referee. There are some tools out there that would help a GM but finding the people with the time to commit to something like that are few and far between.
