Actually it can happen with or without a water nation. Its a known bug. Best thing you can do is give her a water breathing ring or something.

Thanks for the chalice. I will put it to good use. I wonder how many gems have been spent to control this thing this game! at least 1000?

Clearly its the best artifact.
