The AI goes from top to bottom when using the research file.
Keep track of the 25, 33, 50 or 100 in the other field. If you want something done even quicker put 100...you will waste some research points, but it will repeat until you reach the desired level. Otherwise it will fall into a queue behind what comes next, or before if the previous thing has several levels and is rated 25 or 50.
Just make sure to keep them in order...don't put phased polaron before level 2 physics.
