The Unit Max Bug?

I am playing on the AoM Ogre map located at http://dom3maps.wikidot.com/system:aomogre.

I am unable to build units consistently. In particular, I've been trying to build units in the Dragon Pointe (187) province with no success for a few turns in a row. I keep resetting the recruitment queue, but no units will build.

I've also noticed some other provinces refuse to build.

Have I really hit the maximum number of units? I find that incredibly hard to believe and depressing considering I am also using the better independents mod, which presumably has kept the AI armies really low.

The map is also only ~450 provinces, which doesn't even remotely approach the maximum size and I'm only in the 6th year of the Ascension War.

I've attached the savegame. I'd love it if people could confirm that this game isn't worth pursuing. What size map should you play on to avoid this weird unit max issue?
