Trying to create an Army Art Bn

I am trying to create a US Army Hvy Art Battalion for the 2020 era. But when I go to select the unit for play, I get this message---"No units for this formation is available for this date!" I never encounter this msg when I'm creating other formations and other units in the US Army Orbat. So why can't I create a 203mm offmap Art Bty/Btn for the year 2020?
