I had the following thing twice in a row in a recent game as R'lyeh.
I conquered some province, previously owned by someone else, raised PD and next turn had my province conquered by villains who were hiding there and causing unrest. R'lyeh chaff is smashed by archers, you know

. Previous owners of the provinces had the event but didn't bother to catch the bandits.
