Time to increase number of provinces again?

I'm not sure I see a purpose in limiting province count, unless there is some sort of hard-coded database constraint. Otherwise, I would think that most players would know where their comfort level is, and the few who would actually desire it larger, would be happy. So no one loses! As long as it's just a little tweak that's needed.
