You can just use restart game. But of course that depends on if many people objects. As for Hinnom, we are not detered by bad starting positions, it just means more capitals to conquer.
But seriously I think a restart would be fair to everyone.
As for the map,you can set a cluster of starting position so no one knows the exact capital location. Yes, Nief may benefit a bit, but then it may find triple blessed jaguar warriors, or poison archers blocked by hydras, or cold immune Ba'als? So it is not like you can just charge and kill the neighbor.
This map is the work of Calahan, you can see the nice clusters of provinces players can start in.
