Maybe these games don't do that. I have seen other games that don't install save or pbem folders and create them the first time you need them.

The game installer creates all needed folders in the first place.
The only thing I can think of that would do this is that you manually deleted the entire folder somehow e.g. trying to delete old saves you nuked the
folder as well as the old files?
