As discussed elsewhere on this forum, there were UGLY issues with the development of this product.

I am firmly convinced that, now, it is decidedly NOT vaporware, and that it is being worked on at this time.

I will pre-order this game as soon as there is a strong beta-build. I LOVE the turn-based, military-themed genre.
