I can confirm this. Any Allied ships causes the IJN invasion to fail. I tried using all of Formosa ships (2xBC, 12xCA, 7xCA, SNLF-1) also. Any Allied ships (USS Houston in this case) causes the the tactical screen to be bypased and an automatic invasion failure.
